On the passing front in Mario Strikers: Battle League, you can pull off either a perfect ground pass combo, or a perfect lob pass combo. To do so, pass the ball to a teammate, but before they get the ball, hold B or Y to charge up a ground or lob pass. Just as the ball reaches that player, release the button and you should see the ball get charged up and move much faster. For shooting, the same approach applies as well, just that you are holding A before the ball reaches you.
